    An excellent article,however some more pts can be added.Org culture has to play an important rolein maint decorum at work.It takes time to evolve. Though every employee contributes ,top echelon plays the most important role, if they are impartial, objective in their approach towards HR procedures, play by rule book, there will be minimum scope for manipulation and office politics, result will be maint of harmony and decorum. In such an environment, only competent people will go up. Achievement of targets will be easy. It is easier said than done, however its not impossible to achieve.
