Training evaluation is a continous process. Emphasis should be laid on evaluating after a period of time say 3 months or so, to really identify the progress/improvement of the Participant.

Der suchita, Teh ROI on training is difficult to evaluate in terms of Rupees and so you indirectly evaluate improvements in other HR parameters like ATTRITION reduction,improvements in PRODUCTIVITY due to training,reduction in ABSENTISM(DUE TO HIGHER JOB SATISFACTION),COST REDUCTION DUE TO IMPROVEMENT IN QUALITY of PRODUCTS/SERVICES etc. etc.Som of these computation require involvement of other departments like SALES,FINANCE,MANUFACTURING.
